Leads agencywide procurement, contracting, contract administration, competitive solicitations, negotiations, vendor management, compliance, and process improvement. Develops policies, systems, controls, and reporting practices; monitors contract performance, budgets, risks, and funding requirements; and supervises contracts and procurement staff. Partners with executive, finance, legal, program, technology, and audit teams while ensuring transparent, legally compliant stewardship of public resources.

Manages full-cycle recruitment, including sourcing, screening, interviewing, offers, onboarding, reference checks, ATS updates, and candidate communications. Partners with hiring managers to develop recruitment plans, builds diverse talent pipelines, provides recruitment progress updates, and supports process improvements. Assists with general HR activities and projects as recruitment volume allows.
