Leads Fathom’s federal AI policy agenda, including legislative and regulatory strategy, congressional and executive branch relationships, coalition building, policy development, testimony, regulatory comments, and advocacy. Manages lobbyists, consultants, budgets, and federal team growth while serving as the organization’s primary Washington representative and spokesperson.

Leads Fathom’s state policy and advocacy campaigns across priority states. Responsibilities include developing legislative strategy, building policymaker relationships and coalitions, drafting policy positions and testimony, tracking legislative and regulatory activity, supporting implementation, managing lobbyists and consultants, coordinating communications and federal policy efforts, and overseeing campaign resources and outcomes.

The CTO will lead Fathom's technical strategy, focusing on AI governance, building partnerships, defining standards, and advancing AI safety practices.
