Support CPIC and IT Portfolio Management by performing portfolio analysis, data consolidation, reporting, dashboard development, and stakeholder coordination. Help develop processes, policies, tools, and criteria for CPIC/TBM implementation, monitor investments, prepare artifacts and presentations, and support federal reviews (FedStat, PortfolioStat, IDC, TechStat, FITARA) across USDA.

Manage federal business development activities: identify and qualify government IT opportunities, maintain pipeline records and reports, develop teaming partners, conduct outreach (cold/warm calls), and coordinate proposal development and responses to government RFPs with cross-functional teams.

Lead and optimize end-to-end proposal development, pipeline management, and knowledge systems for growth. Oversee compliance with government and commercial procurement requirements, manage CRM and reporting, maintain reusable content libraries and SOPs, and drive continuous improvement to improve win rates and reduce proposal cycle time.
