Manage the full subcontract lifecycle from solicitation through award, negotiation, administration, and closeout. Review and evaluate subcontractor proposals, support proposal efforts, coordinate subcontractor inputs, ensure compliance with procurement policies and FAR/CPSR, and compile data for audits and government reporting.

Support state and federal clients with Clean Water Act Section 404 implementation, including wetlands permitting, jurisdictional determinations, regulatory development, mitigation, public participation, and technical guidance. Manage project staffing, schedules, and budgets; develop training and tools; conduct economic analyses; write permits and rules; and build relationships with government customers. The role requires extensive environmental regulatory experience, strong communication and technical writing skills, and familiarity with NEPA, ESA, the Rivers and Harbors Act, and related mitigation requirements.

Produces, formats, and quality-controls proposals, technical reports, presentations, resumes, forms, and other client deliverables. Manages complex Microsoft Word documents, templates, styles, tables, graphics, accessibility remediation, PDFs, version control, and submission packages. Coordinates with proposal and technical teams, maintains document libraries, meets competing deadlines, and recommends process improvements. Requires advanced Microsoft Word and Office 365 skills, strong attention to detail, and successful completion of a practical document production assessment.
