Leads complex IT and digital transformation projects in a public sector environment, managing planning, budgets, resources, risks, timelines, vendors, teams, and stakeholder engagement. Oversees enterprise-scale Microsoft and Oracle solutions, monitors project performance, delivers executive reporting, and ensures initiatives remain within scope, schedule, and budget. Requires strong communication, presentation, leadership, Agile and Scrum experience, and the ability to manage complex projects under tight deadlines.

Design, develop, test, debug, enhance, and deploy scalable applications and eLearning solutions using Microsoft .NET technologies. Translate user requirements into customized software, document code, coordinate development plans with teams and clients, and follow Agile, SDLC, and ALM methodologies. Provide training and support while delivering high-quality solutions for public-sector needs.

Designs and maintains scalable data solutions, including ETL pipelines, data warehouses, dimensional models, SQL procedures, Power BI dashboards, and Azure cloud integrations. The role translates business requirements into data products, automates batch processing, monitors performance and reliability, troubleshoots BI issues, documents solutions, and contributes to architecture reviews and modernization initiatives.
