Leads comprehensive testing for a state SNAP EBT system, including test planning, integration, performance, end-to-end, user acceptance, regression, security, recovery, and fail-safe testing. Coordinates the state agency and EBT processor, establishes test procedures and Go/No-Go criteria, manages defects, trains business users, maintains requirements traceability, develops contingency plans, and prepares formal results for USDA/FNS review.

Leads a state SNAP EBT re-procurement from RFP development and federal Advance Planning Documents through vendor evaluation, implementation planning, system acceptance testing, and transition readiness. The consultant manages timelines and USDA FNS compliance, develops evaluation and testing materials, coordinates with agency leadership, FNS, evaluators, and the EBT processor, and trains state staff and evaluators.
