Provides advanced legal services in the Internal Litigation Unit, litigating complex tort and Section 1983 cases in state and federal courts. Performs legal research, drafts pleadings, appears in court, tries cases, advises Risk Management and City departments to mitigate liability, and mentors junior attorneys.

Monitors and analyzes legislation, regulations, and policy affecting Tucson Water; prepares policy briefs and communications; coordinates government and stakeholder engagement; represents the utility at meetings and hearings; manages intergovernmental records, contracts, special projects, and administrative operations; and supports cross-functional implementation of strategic priorities.

Leads enterprise architecture initiatives for the City of Tucson, aligning technology solutions with business objectives while reducing technical debt and operational risk. Translates stakeholder needs into scalable architecture roadmaps, standards, governance, and technical guidance. Evaluates technology investments, manages architectural trade-offs, ensures security and regulatory compliance, and leads enterprise-wide solution design. Communicates complex concepts to technical and non-technical stakeholders, advises leadership, and mentors other IT architects.
