Leads the design, development, testing, deployment, monitoring, and maintenance of system interfaces and data integrations between the OnePhilly Oracle ERP platform and external systems. Coordinates with city departments, vendors, banks, pension boards, and technical teams; manages data mapping, documentation, troubleshooting, security compliance, incident resolution, and interface performance. Provides technical guidance to developers and analysts while supporting integration strategy and quality assurance.

Serves as strategic advisor to the Managing Director, coordinating executive priorities, cross-department initiatives, policy analysis, leadership meetings, and high-priority assignments. The role tracks organizational goals, prepares briefings and recommendations, facilitates collaboration among city departments and stakeholders, manages confidential matters, and represents the Managing Director as needed. It requires strong public administration, executive communication, project management, policy analysis, consensus-building, and organizational leadership skills.

Manage and secure the City of Philadelphia’s SIEM and security infrastructure. Responsibilities include onboarding QRadar components, administering Juniper JSA and IBM QRadar appliances, creating compliance and audit rules, maintaining threat lists and log sources, monitoring data retention, managing SIEM accounts through Active Directory, applying upgrades and patches, and documenting procedures. The role requires collaboration across IT teams to maintain secure, reliable municipal network capabilities.
