Teams at City of Lawrence

Leads the City’s Construction Management, Engineering, and Development functions, overseeing capital improvement programs, infrastructure planning, engineering standards, construction quality, procurement, budgets, and multidisciplinary teams. Advises city leadership on infrastructure investment and policy, coordinates with agencies and community stakeholders, resolves complex public issues, ensures regulatory compliance, and supports strategic planning, workforce development, and project delivery improvements.

Supports annual budgeting and administration for assigned city funds, including the five-year Capital Improvement Plan. Analyzes revenue and expenditure forecasts, establishes budget priorities with departments, supports performance measurement, and contributes to city-wide projects within the Budget, Strategy, & Performance Office.

Manages daily operations for city parks, recreation, culture, and rental facilities. Oversees staff, vendors, contracts, budgets, purchasing, inventories, reports, safety policies, risk management, and facility efficiency. Supports recreation management software, grant funding, marketing, sponsorships, community partnerships, and special events. Coordinates recruitment and supervision while improving service delivery, facility utilization, and recreational programming.
