Manages the City's grants lifecycle, including funding research, applications, compliance, reporting, reimbursement, and closeout. Leads strategic planning, cross-departmental improvement initiatives, performance management, process reviews, and organizational assessments. Develops KPIs, dashboards, benchmarks, and data-driven reports for executive and commission decision-making. Conducts demographic, economic, and statistical research; supports policy and capital planning; and liaises with governmental agencies, funders, departments, and community stakeholders.

Administer, maintain, and improve critical operational technology infrastructure supporting the city’s electric utility. Responsibilities include configuring SCADA, HMI, VMware, Windows servers, switches, routers, firewalls, wireless radio systems, security applications, backups, replication, disaster recovery, and compliance processes. The role also documents system architectures, applies infrastructure best practices, collaborates with staff and contractors, and responds to emergency situations involving utility systems.

Supports the Electric Utility budget process through budget preparation, monitoring, reporting, variance and trend analysis, expenditure projections, data management, and capitalization tracking. The role gathers and validates financial information, investigates discrepancies, assists with budget transfers and monthly reporting, and collaborates with Finance and utility divisions. It also handles confidential information, supports special projects, and may assist with storm recovery expense tracking and reporting.

Administers and maintains operational technology network infrastructure supporting the city’s electric utility, including SCADA, HMI, servers, switches, routers, firewalls, wireless systems, VPNs, and network applications. Responsibilities include network installation and configuration, advanced Windows Server operations, backups, replication, patching, disaster recovery, documentation, compliance, and coordination with staff, contractors, and technology providers.
