Provides strategic leadership for all municipal HR functions, including recruitment, employee relations, compensation, benefits, payroll, training, compliance, labor relations, records management, and workforce policies. Advises city leadership on sensitive personnel matters, oversees HR staff and budgets, manages performance and classification systems, and ensures legally compliant programs and practices.

Provides professional HR support across employee relations, recruitment, onboarding, benefits, payroll coordination, leave administration, HRIS transactions, records management, compliance, and employee assistance. Maintains confidential personnel information, administers benefits and leave programs, supports audits and reporting, coordinates with vendors, and improves HR processes. The role requires collaboration with employees, supervisors, departments, retirees, and external partners while ensuring accurate documentation and policy compliance.

Manages municipal stormwater and drainage programs, including regulatory compliance, NFIP and CRS requirements, field project support, data collection, inspections, public outreach, complaint investigations, reporting, and coordination with engineers, contractors, city crews, and the public. Maintains sampling and metering equipment, reviews regulations and engineering documentation, supports environmental planning, and operates vehicles and field equipment.
