Teams at City of Galveston

Serves as the City of Galveston's chief legal advisor, representing the City in litigation and proceedings, advising officials and departments, and drafting ordinances, resolutions, contracts, policies, and legal opinions. Directs the City Attorney's Office, manages its budget and staff, coordinates outside counsel, supports municipal meetings, and provides guidance on municipal law, land use, zoning, labor relations, civil service, and regulatory matters.

Manages the City’s enterprise GIS, including ArcGIS administration, geodatabases, web maps, applications, data analysis, ETL automation, upgrades, and technical support. Supervises GIS operations, coordinates projects with departments and agencies, develops standards and training, creates maps and dashboards, and presents GIS recommendations. Supports emergency mapping and may work nonstandard hours during implementations or emergencies.

Assists the City Attorney by providing municipal legal counsel, representing Galveston in municipal, civil service, and civil litigation matters, and advising officials and departments. Reviews and prepares ordinances, resolutions, policies, contracts, construction agreements, and real estate documents. Conducts legal research, attends governmental meetings, interprets laws and legal authorities, and maintains confidential, cooperative relationships across the City.
