Designs and reviews civil engineering projects involving streets, drainage, storm sewers, water and wastewater utilities, airport paving, and other public infrastructure. Supervises engineering, surveying, design, and inspection staff; manages contracts, consultant agreements, project schedules, budgets, change orders, and construction oversight. Reviews private development plans, plats, easements, and floodplain submissions; administers municipal ordinances and standards; prepares engineering reports and cost estimates; and coordinates with departments, agencies, utilities, contractors, and the public.

Manages federal and state grant programs, including CDBG, HOME, ESG, CoC, CARE, and HMIS. Supervises grant monitoring staff; oversees reporting systems, budgets, compliance, proposals, environmental reviews, performance reports, and corrective actions. Provides technical assistance, conducts regulatory research, coordinates public meetings and Continuum of Care activities, responds to inquiries, and supports department planning and funding decisions.
