Lead modernization and scaling of an anomaly-detection Decision Intelligence Platform: redesign rule and anomaly engines, develop supervised and unsupervised models, ensure full explainability and audit-ready validation, implement drift monitoring and versioning, produce documentation and test artifacts for independent reruns, and quantify oversight impact for state auditors.

Lead NIEM-conformant data architecture to build a canonical model and reusable translation framework. Reconcile legacy systems, design entity-resolution and identifier normalization, produce detailed mapping and lineage documentation, coordinate with source owners, and optimize onboarding pipelines for procurement and financial datasets to enable an enterprise decision intelligence platform.

Serve as the accountable executive interface to the Florida OCIG, leading an eight-person team to convert a data analytics POC into a secure, enterprise Decision Intelligence Platform. Own delivery governance for 15 sequential FFP deliverables, manage milestones, audits, remediation, executive briefings, onboarding for 8–10 agencies, scope/fiscal control, and final project closeout and expansion roadmap.
