Provides comprehensive HR support across employee relations, compliance, benefits, leave administration, recruitment, onboarding, I-9 and E-Verify processing, background checks, performance documentation, and policy administration. Partners with leadership and hiring managers, maintains personnel records, supports audits and HR programs, and assists other company divisions during high-volume periods. Requires travel up to 25% within the assigned area and United States.

Leads highway and traffic engineering design for complex projects, including PS&E preparation, calculations, drawings, specifications, estimates, and quality reviews. Serves as project manager or work group leader, coordinating clients, subconsultants, schedules, budgets, meetings, and project deliverables. Supervises design teams, reviews technical work, supports proposals and public meetings, monitors compliance and quality, and drives process improvements. The role requires a Professional Engineer license, extensive highway design experience, and proficiency with civil engineering software.

Designs and checks highway plans, drawings, calculations, specifications, cost estimates, reports, and PS&E packages. Leads work groups on small and mid-sized projects, reviews shop drawings, performs highway geometry and quantity calculations, supports project meetings and site activities, and guides junior team members. Requires knowledge of highway, right-of-way, drainage, traffic design, applicable standards, and engineering software.
