Leads performance measurement, quality improvement, strategic planning support, business process analysis, and organizational reporting for a public health department. Develops dashboards and visualizations, validates and analyzes performance data, tracks improvement initiatives, documents workflows, and recommends operational enhancements. Collaborates with data stewards, leadership, program teams, and external partners while supporting Lean and continuous improvement efforts, knowledge management, communications, and reporting infrastructure.

Develops statistical and machine learning models, dashboards, geospatial analyses, and NLP solutions supporting public health surveillance, outbreak response, and preparedness. Analyzes complex datasets, produces small-area estimates, communicates insights to decision-makers, and provides training to epidemiology staff on Power BI, ArcGIS, SAS, and data analysis methods.

Leads public health data modernization projects by developing workplans, managing scope, timelines, budgets, deliverables, risks, and stakeholder communications. Coordinates technical and non-technical teams, vendors, advisory committees, and business analysts. Develops evaluation metrics, dashboards, reports, training and communication plans, and change management strategies to support data governance, process improvement, and successful adoption of modernized data systems.
