Provides technical leadership for humanitarian Shelter and Settlements programming in Venezuela following earthquake-related displacement. Advises CRS and Caritas teams on assessments, designs, bills of quantities, implementation, quality assurance, monitoring, proposals, donor requirements, and cross-sector integration. Strengthens partner capacity through training, mentoring, and coaching; supports coordination with clusters, authorities, donors, and peer agencies; contributes to strategy, learning, knowledge management, and scale initiatives. Requires professional fluency in Spanish and English and travel up to 50%.

Leads country-level programming strategy and implementation for humanitarian and development projects. Oversees project design, MEAL, budgeting, grants management, business development, donor proposals, partnerships, staff development, training, and organizational learning. Coordinates cross-sector programming, strengthens partner capacity, manages senior teams, and supports security risk mitigation while ensuring program quality, accountability, and efficient resource stewardship.

Leads monitoring, evaluation, accountability, and learning activities across Guatemala and El Salvador. Coordinates data collection, validation, analysis, reporting, feedback mechanisms, stakeholder consultations, partner support, capacity building, and cross-country learning. Provides technical guidance to government counterparts and implementing partners, promotes data quality and use, oversees documentation and budgets, and facilitates adaptive management, knowledge sharing, and evidence generation for child protection and early childhood development programs.
