Provides employer services and workforce development support under the Wagner-Peyser Act. Builds business relationships, recruits and refers qualified job seekers, coordinates hiring events, delivers labor-market presentations, and connects employers with work-based learning programs. Advises job seekers, identifies barriers, makes service referrals, maintains employment plans and case notes, tracks placements and employer partnerships, and ensures documentation, confidentiality, compliance, and performance reporting.

Serves as the primary contact for workforce program inquiries, complaints, and escalated service issues. Investigates concerns, facilitates informal resolutions, interprets WIOA and related policies, prepares findings, maintains complaint records, and monitors resolution timelines. Analyzes customer experience trends, develops procedures and training materials, prepares reports and dashboards, supports accessibility and inclusion, and collaborates with workforce centers, providers, contractors, and leadership to improve service quality.

Oversee workforce development project operations, strategic planning, contract compliance, fiscal performance, service delivery, and performance metrics. Serve as the local funding-source liaison, lead and coach staff, conduct evaluations, implement continuous improvement, and maintain program quality and integrity. The role requires onsite leadership, workforce development contract knowledge, strong communication, organizational skills, and operational management experience.
