Supports capital project development from initial screening through scoping. Translates business and operational needs into strategically aligned, technically feasible project scopes; evaluates feasibility, costs, schedules, resources, and commercial attractiveness; facilitates cross-functional discussions; manages decisions, risks, assumptions, and action items; and prepares projects for advancement to the next development phase.

Drives site Process Safety Management and Risk Management Program compliance at a petroleum refinery. Manages Management of Change, Process Hazard Analysis schedules, safe operating limits, process safety information, action tracking, audits, inspections, training, incident investigations, facility siting studies, and regulatory updates. Collaborates with operations, engineering, maintenance, reliability, environmental, and health and safety teams to improve process safety systems and ensure regulatory compliance.

Provides technical process engineering support for refinery operations, troubleshooting, optimization, continuous improvement, and process design. Responsibilities include developing improvement projects, economic justifications, engineering specifications, bid packages, process simulations, debottlenecking studies, emissions calculations, relief sizing, and process control initiatives. The role also coaches junior engineers, evaluates unit performance, supports equipment and construction bids, and collaborates across refinery departments.
