Manages New Mexico water and wastewater system operations, maintenance, budgets, capital projects, regulatory compliance, staff development, safety, customer service, and community relations. Serves as Chief Operator, oversees certified operators and system programs, responds to water quality and environmental issues, represents the company before agencies and public forums, and supports General Rate Case activities. The role requires on-site work and on-call availability.

Designs and manages electrical and controls engineering projects for water facilities, including power distribution, motor control, construction drawings, specifications, bids, equipment procurement, and contractor coordination. Performs electrical studies, manages project scope, budgets, and schedules, supports utility rate cases and capital planning, conducts construction inspections, and provides technical support for operations and maintenance. The role also requires communication with agencies, consultants, vendors, and communities.

Supports water utility rate cases by analyzing expenses, capital budgets, sales, revenues, and regulatory policies. Develops revenue requirement forecasts, financial models, testimony, compliance filings, and responses to regulatory data requests. Collaborates with internal departments, districts, consultants, commission staff, and intervenors to validate data, explain financial models, support expense projections, and implement adopted policies.
