Designs and manages electrical and controls engineering for water and wastewater facilities, including construction drawings, specifications, power distribution calculations, equipment procurement, contract and budget management, construction oversight, technical support for operations, and public or agency presentations.

Lead design, administration, compliance, and evaluation of all employee benefit programs. Manage benefits staff and vendor relationships, oversee renewals/RFPs, financial reporting, audits, and ACA/Form 5500 compliance. Lead open enrollment, employee communications, and continuous improvement of benefit strategies. Partner with Finance, Legal, Internal Audit and benefits leadership. On-site in San Jose.

Act as HR liaison supporting multi-site, unionized water utility operations. Deploy HR programs, advise on employee relations and labor contracts, investigate workplace issues, support recruitment, training, engagement, HR reporting, and partner on HR projects and compliance across assigned districts.
