Monitors federal budget execution and funds control across appropriated, reimbursable, and revolving fund accounts. Tracks apportionments, transfers, obligations, expenditures, and balances; prepares monthly Status of Funds reports; forecasts execution; analyzes variances; develops exception briefs; supports congressional budget exhibits; and escalates potential Anti-Deficiency Act risks. Provides validated financial data for dashboards and supports reimbursable and revolving fund execution activities.

Maintains financial execution tracking for more than 300 federal grant awards. Reconciles award inventories, grant portals, and Delphi obligations and outlays; investigates discrepancies, drawdowns, balances, and missing documentation. Supports risk-based compliance reviews under 2 CFR Part 200, grant closeout, budget execution, amendment activity, and dashboard validation. Routes unresolved financial issues, updates outlay plans, and identifies funding and closeout risks for government review.

Develop full-stack enterprise applications and microservices using Java, Spring Boot, REST/OpenAPI, relational databases, JMS, and Kafka. Build automated tests, Docker containers, Kubernetes deployments, CI/CD pipelines, API portals, and React or Angular interfaces. Troubleshoot application, database, messaging, and cloud-native infrastructure issues while applying secure coding, API governance, observability, and event-driven architecture practices. The role supports federal civilian programs remotely during East Coast hours, requires U.S. citizenship, quarterly travel, and either Public Trust eligibility or an active Secret clearance depending on program.
