Lead pursuit and proposal development for coal-fired power plant modernization projects from opportunity identification through contract execution. Engage clients, define technical and commercial strategies, manage bid/no-bid and negotiations, coordinate proposal teams, partner with EPCs, and hand off awarded projects to project management. Maintain proposal records, develop cost/financial models, and travel up to ~30% to support business development and stakeholder presentations.

Leads estimating and cost engineering for large power plant proposals and projects. Oversees comprehensive cost estimates, validates assumptions, interprets schedules, manages pricing and risk, tracks budgets versus actuals, and coordinates with engineering, supply chain, construction, project management, and accounting teams. Improves estimating processes, tools, templates, databases, and reporting, including integration of InEight for cost control and project performance.

Coordinate contracts from proposal through project completion; act as commercial liaison among customers, subcontractors, vendors, and internal teams; prepare RFQs and purchase requisitions; support purchasing, billing, project controls, and documentation; read project drawings and resolve contract issues to ensure timely execution and invoicing.
