Leads environmental planning and NEPA documentation for transportation infrastructure projects across the Southeast. Coordinates multidisciplinary teams, develops scopes, budgets, schedules, and mitigation strategies, supports public involvement, maintains project reporting systems, and works with agencies, governments, engineers, and stakeholders. The role also contributes to proposals and business development for DOT-funded projects.

Lead construction quality assurance programs for major heavy civil infrastructure projects, including transportation, transit, water, aviation, and related work. Oversee testing, inspections, staffing, training, certifications, non-conformance reporting, utility relocation documentation, laboratory equipment calibration, hold-point audits, and coordination with owner quality verification and independent assurance requirements. The role requires extensive construction inspection experience, structural concrete expertise, strong organization, and the ability to work at elevated sites and flexible hours.

Leads the design, administration, and continuous improvement of compensation, benefits, retirement, recognition, and mobility programs. Develops pay structures, manages merit and incentive programs, oversees benefits renewals and vendors, ensures regulatory and collective bargaining compliance, and provides financial analysis and executive recommendations. Partners with HR, Finance, Legal, Payroll, and business leaders across unionized and non-union, multi-state workforces.
