Supports utility clients with strategic planning, organizational assessments, workforce strategies, transformation roadmaps, process improvement, and change management. Conducts qualitative and quantitative analysis, translates insights into recommendations, facilitates stakeholder workshops, and builds trusted client relationships. The consultant also contributes to project delivery, thought leadership, proposals, client pursuits, and business development for Arcadis’ Business Advisory team.

Provides senior technical, regulatory, and strategic leadership for environmental restoration, remediation, permitting, compliance, and emerging contaminant projects. Advises clients on federal and state regulations, develops regulatory and stakeholder engagement strategies, negotiates with regulators and agencies, and supports business development. The role requires extensive environmental consulting experience and knowledge of RCRA and related cleanup programs, with up to 15% travel to client sites and meetings in North America.

Leads a complex public-sector program portfolio, overseeing scope, schedules, budgets, risks, governance, KPIs, reporting, compliance, and stakeholder coordination. Manages multidisciplinary teams, consultants, contractors, and service providers while supporting strategic planning, issue resolution, executive communications, and continuous improvement. The role requires extensive program management experience, strong project controls, and the ability to deliver infrastructure, facilities, capital improvement, or operational programs for public-sector clients.
