Administers public community development programs, including lending activities, applicant eligibility review, application processing, compliance monitoring, documentation, and audit reporting. Coordinates multiple projects and deadlines while building relationships with community organizations, homeowners, contractors, inspectors, and other partners. The role also supports program goals involving residential rehabilitation and evaluates buildings, bids, scopes of work, and project budgets.

Manages a human resources organizational development team and executes talent strategies focused on recruiting, retention, succession planning, training, engagement, and leadership development. Designs curricula, facilitates workshops, administers performance evaluations and LMS activities, creates learning materials, and leads employee engagement and inclusion initiatives. Ensures compliance with employment laws, county policies, and collective bargaining agreements while coaching staff and collaborating with county leaders.
