Lead the growth, execution, governance, and delivery of a large federal BPA or IDIQ technology contract vehicle. Manage concurrent task orders through capture, proposal, award, transition, delivery, performance management, and closeout. Oversee subcontractors, teaming partners, financial performance, staffing, risk, compliance, customer relationships, and executive reporting. Develop standardized governance, dashboards, controls, and processes across a portfolio exceeding $100 million in task orders.

Owns the operational backbone of People Operations for a 100-person, multi-state organization. Responsibilities include benefits, 401(k), payroll, compliance, leave administration, employee relations, onboarding, engagement programs, manager coaching, HRIS administration, reporting, and regulatory monitoring. The role will lead the transition from a PEO to Rippling ASO, oversee multi-state payroll and benefits, maintain employee records and policies, and use automation to improve operational efficiency.

Maintain and operate a DevSecOps platform supporting secure software delivery. Build and troubleshoot CI/CD pipelines, automate builds/tests/security scans, manage infrastructure-as-code, integrate security gates, monitor pipeline health, manage artifacts and source control, and document operational procedures across AWS with some Azure support.
