Lead the growth, execution, governance, and delivery of a large federal BPA or IDIQ technology contract vehicle. Manage concurrent task orders through capture, proposal, award, transition, delivery, performance management, and closeout. Oversee subcontractors, teaming partners, financial performance, staffing, risk, compliance, customer relationships, and executive reporting. Develop standardized governance, dashboards, controls, and processes across a portfolio exceeding $100 million in task orders.

Owns the operational backbone of People Operations for a 100-person, multi-state organization. Responsibilities include benefits, 401(k), payroll, compliance, leave administration, employee relations, onboarding, engagement programs, manager coaching, HRIS administration, reporting, and regulatory monitoring. The role will lead the transition from a PEO to Rippling ASO, oversee multi-state payroll and benefits, maintain employee records and policies, and use automation to improve operational efficiency.

Design and govern secure, scalable RESTful APIs and integration patterns for enterprise distributed systems. Develop API specifications (OpenAPI/Swagger/JSON Schema), manage API gateways (Apigee/Gravitee), create governance and lifecycle processes, collaborate with engineering and cybersecurity teams to enforce security controls, monitor API performance, and ensure alignment with DoW reference architectures and mission requirements.
