Provides strategic and operational leadership for highway maintenance, safety, incident response, winter and tolling operations, contractor management, budgets, fleet lifecycle, compliance, and emergency preparedness. Oversees operational reporting, audits, permits, traffic management, vendor contracts, continuous improvement, and stakeholder relationships. Leads major incident response and ensures safe, efficient, and cost-effective operation of Highway 407 ETR while developing high-performing multidisciplinary teams.

Leads complex technology, data, analytics, and business transformation programs across the enterprise portfolio. Oversees governance, prioritization, planning, budgets, risks, resources, vendors, executive reporting, and delivery outcomes. Provides PMO leadership, mentors project managers, coordinates cross-functional teams, and integrates change management, communications, training, business readiness, adoption, and benefits realization activities.

Lead hands-on development and modernization of a mission-critical tolling platform. Design and develop C++ applications, Java Spring Boot microservices, REST APIs, and Oracle database integrations. Establish engineering standards, conduct technical reviews, troubleshoot production issues, and support testing and deployment. Collaborate on DevOps enablement, CI/CD automation, release management, and infrastructure-as-code practices while providing technical leadership for complex enterprise software initiatives.
