Dominion Dynamics, an Ottawa-based defense technology company, announced its official launch Wednesday with a pre-seed financing round totaling $4 million. The capital came from Canadian Investors including Garage Capital and Golden Ventures.

The company aims to develop technologies that enhance Canada’s sovereign capability, with a focus on leveraging sensors and AI to deliver intelligence on the Arctic, which multiple countries have identified as a region of strategic significance. Founded by Eliot Pence, who previously led the international team at defense tech firm Anduril, Dominion Dynamics is made up of technologists and Canadian Armed Forces veterans.

“Canada’s defense future cannot be outsourced. We have the talent, the government’s commitment and the stakes, but we haven’t had a company built from the ground up to deliver modern capability at the speed of relevance,” Pence said in a statement.
