Position Overview

The Gas Utility Regulation team works with clients on state-level gas and electric utility policies, programs and regulatory filings that impact gas utility customer rates, greenhouse gas emissions, gas utility planning, building efficiency and electrification, and a transition to clean heat in buildings. Our clients are primarily public interest clients (state agencies, consumer advocates, nonprofits). The Consultant/ Senior Consultant will contribute quantitative and qualitative analysis on these topics and develop and communicate creative solutions while ensuring that client expectations are met. The Consultant, or Senior Consultant, will report to a Manager or Senior Manager of the Gas Utility Regulation practice.


Responsibilities

  • Assist Current Energy Group’s (CEG) consulting practice in executing client projects with a primary focus on regulated natural gas utility economics and policy analysis. Subject matter experience may include gas rate cases, gas utility regulation, consumer issues, gas supply contracts, building decarbonization, and cost of service and rate design. This position may also work on electric or water utility regulatory proceedings approximately 10 - 20% of their time.
  • Think critically about economic and policy incentives for gas and electric utilities to prioritize ratepayer interests, control costs, promote equitable outcomes, and reduce greenhouse gas emissions.
  • Conduct qualitative or quantitative analysis to understand the economics of different strategies and business models in various retail and wholesale markets.
  • Evaluate utility plans and proposals for meeting state climate targets, including in Future of Gas, Gas Integrated Resource Plan, and Clean Heat Plan proceedings.
  • Analyze gas utility cost-of-service studies to evaluate how costs are allocated across customer classes and assess the fairness and regulatory soundness of proposed methodologies.
  • Review and interpret comments or testimony submitted in regulatory proceedings and develop arguments with evidence that can either support or rebut the issues.
  • Draft discovery requests to utilities and other parties to regulatory proceedings to probe their proposals and identify data and information to make informed recommendations and critiques.
  • Draft portions of testimony and comments for use in utility regulatory proceedings before public utility commissions.
  • Research policy, regulations, and tariffs; summarize research via memo or presentation; and communicate research to internal and external audiences with varying levels of technical expertise. Help prepare senior team members for client meetings and presentations.
  • Collaborate with team members in scoping and writing proposals for clients and responding to client requests.
  • Prioritize multiple competing internal and external demands to ensure successful delivery across a portfolio of projects. Self-manage time and communicate regularly with your supervisor and other members of the team to manage expectations about timing and quality of work.


Desired Qualifications

Consultant 

  • 2 – 3 years of general industry experience, with a preference for energy economics or electric or gas utility regulation, or an advanced degree in energy and environmental policy, economics, engineering, or a related field.
  • Strong quantitative skills and advanced proficiency in Microsoft Excel, with strong attention to detail.
  • Strong written and verbal communication skills, with the ability to collaborate effectively across multiple teams.
  • Background or experience in technical or legal writing and research. While this is not a legal or JD-preferred position, the successful candidate should be proficient in developing and supporting an argument with evidence and citations.
  • Proficient in multitasking and prioritizing critical tasks while managing conflicting demands under tight deadlines.


Senior Consultant 

  • 4 - 6 years of industry experience in energy economics or policy, or an advanced degree in energy and environmental policy, economics, engineering, or a related field. An advanced degree may satisfy 2 years of experience.
  • At least 2 years of experience in electric or gas utility regulation and prior experience working with public utilities commissions (PUCs).
  • Technical or legal writing and research. While this is not a legal or JD-preferred position, the successful candidate should be proficient in developing and supporting an argument with evidence and citations.
  • Experience drafting discovery and expert testimony preferred.
  • Demonstrated strong quantitative skills and advanced proficiency in Microsoft Excel, with strong attention to detail.
  • Demonstrated strong written and verbal communication skills, with the ability to collaborate effectively across multiple teams.
  • Proficient in multitasking and prioritizing critical tasks while managing conflicting demands under tight deadlines.

Salary

Consultant: $86,000-$105,000 

Senior Consultant: $103,000-$125,000 

 

Salary negotiable and will be commensurate with experience. In addition to the base salary, this position is eligible for a performance based incentive bonus.

Skills Required
