Compensation: In accordance with California law, the expected salary range for this position is posted with this position.  The actual compensation will be determined based on experience and other factors permitted by law.

Schedule:

Monday to Thursday: 9:00 AM to 06:00 PM; with a flex Friday: 9:00 AM to 05:00 PM


JOB SUMMARY:

The Workforce Development Specialist provides individualized, healing-centered workforce development services to Transitional Age Youth (TAY) and other program participants to support career exploration, employment readiness, education, training, employment, and long-term economic mobility. The Specialist works alongside participants to identify strengths, interests, goals, and barriers to employment and develops individualized pathways that connect participants to meaningful career opportunities, education and training programs, supportive services, and community resources. The Specialist facilitates workforce development programming, provides individual career coaching and case management, develops and maintains employer and community partnerships, supports work-based learning and employment opportunities, and monitors participant progress and outcomes. The position works collaboratively across programs and departments to ensure workforce services are integrated with the participant's broader goals related to wellness, stability, education, family, and self-sufficiency.


ESSENTIAL JOB DUTIES:

  1. Provide individualized workforce development and career coaching services to support participants in identifying strengths, interests, career goals, and pathways toward employment, education, training, and economic mobility.
  2. Conduct career and workforce assessments and develop individualized workforce development plans that identify goals, action steps, supportive services, and measurable outcomes.
  3. Plan and facilitate workforce development classes, workshops, and individual sessions focused on career exploration, job readiness, employment skills, professional development, and workplace success.
  4. Support participants with job search activities, resume development, interview preparation, workplace expectations, and other employment-readiness skills.
  5. Connect participants to employment, education, vocational training, certification, internship, work-based learning, and other career pathway opportunities.
  6. Develop and maintain relationships with employers, educational institutions, training providers, community-based organizations, and other partners to expand workforce opportunities and resources.
  7. Conduct field-based services and travel to partner organizations, schools, employers, training providers, and other community settings to facilitate linkages, strengthen collaboration, and support participant access to workforce opportunities and resources.
  8. Identify and address barriers to workforce participation and connect participants to supportive services and community resources that promote employment, retention, and economic stability.
  9. Collaborate with program staff, behavioral health providers, case managers, and community partners to integrate workforce goals into participants’ overall service plans.
  10. Advocate for participants and provide ongoing support to promote employment engagement, retention, career advancement, and economic mobility.
  11. Maintain accurate and timely participant documentation, workforce plans, case notes, databases, and required program records.
  12. Track and report participant engagement, employment, education, training, retention, and other workforce outcomes to support program evaluation and continuous quality improvement.
  13. Maintain current knowledge of workforce development trends, labor market information, community resources, and employment opportunities relevant to the populations served.
  14. Participate in staff meetings, supervision, interagency meetings, trainings, and professional development activities.
  15. Comply with agency policies and procedures, confidentiality and HIPAA requirements, mandated reporting requirements, field safety guidelines, and applicable regulatory requirements.

  17. As providers of social services, St. Anne’s employees work with clients dealing with complex emotional and mental health issues, many of whom are facing significant personal crises on a daily basis.  Employees must remain aware of any personal emotions, transference, and/or countertransference that may hinder the ability to remain professional.  As such, employees are expected to maintain composure during all interactions and crisis situations, implement a self-care plan, and utilize crisis communication to deescalate client crisis and prevent any serious bodily injury or harm.

SECONDARY JOB DUTIES:

  1. Participate in mandatory trainings, in-services, and meetings.
  2. Participate in the Performance and Quality Improvement (PQI) of the agency.
  3. Other duties as assigned.
Qualifications

QUALIFICATIONS:

  1. Bachelor’s degree in Workforce Development, Education, Social Work, Counseling, Psychology, Business, Human Services, or a related field required; Master’s degree preferred.
  2. Demonstrated experience in workforce development, career coaching, employment services, vocational training, youth development, or a related field. Experience working with Transitional Age Youth or individuals experiencing barriers to employment preferred.
  3. Demonstrated experience providing career coaching, job readiness training, employment support, workforce development services, or related programming.
  4. Knowledge of workforce development practices, career pathways, labor market resources, employment services, and community-based resources.
  5. Experience developing and facilitating workshops, curricula, trainings, or other educational programming.
  6. Strong written, verbal, organizational, and interpersonal communication skills, with the ability to build effective relationships with participants, employers, community partners, and service providers.
  7. Ability to work independently and collaboratively, manage multiple priorities, maintain accurate documentation, and meet program deadlines.
  8. Demonstrated ability to engage participants using strengths-based, culturally responsive, trauma-responsive, and person-centered approaches.
  9. Ability to identify barriers to employment and connect participants to appropriate resources, services, training, education, and employment opportunities.
  10. Ability to establish and maintain effective partnerships with employers, educational institutions, training providers, and community-based organizations.
  11. Proficiency with computers and electronic systems, with the ability to learn and effectively utilize agency-specific databases, electronic health records, and other technology platforms.
  12. Ability to receive and implement constructive feedback, participate in supervision and professional development, and adapt to changing program and participant needs.
  13. Comfortable providing services in a variety of community-based settings, including partner organizations, schools, employers, training sites, and other field locations.
  14. Requires access to a reliable automobile and a valid California driver’s license with a driving record acceptable to the agency’s insurance carrier.
  15. Physical ability to perform Pro-ACT and CPR/First Aid requirements, as applicable to the position.
  16. Working knowledge of mandated reporting requirements, crisis intervention, confidentiality, HIPAA, and applicable laws and regulations governing services to children, youth, and families.

Skills Required
