We are looking for a team member who is passionate about protecting, preserving, and improving water quality through the implementation of integrated water quality programs like NPDES MS4, Construction and Industrial General Permits (or their state equivalents), development and implementation of nutrient reduction strategies, development of stormwater master plans, stormwater utility program conception and implementation support, and stormwater infrastructure related asset management support. Who we are looking for:

A project-level environmental scientist, engineer, geologist, or planner with the drive and initiative to support a diverse range of water quality improvement programs through the application of critical and independent thinking, technical strategies, scientific and/or engineering principles, and the ability to work collaboratively with internal and external stakeholders. The ideal candidate should have working knowledge of EPA Region 1 MS4 General Permit regulatory requirements, including implementing and interpreting illicit discharge investigations and results, nutrient control strategies, stormwater control measure selection and operation, and stormwater infrastructure operation and assessment. Familiarity with municipal and industrial activities that affect water quality and an understanding of municipal and departmental organization is an advantage.

 

The ideal candidate will be able to independently execute a diverse range of project delivery needs, provide direction to junior staff, and collaborate with multi-disciplinary project teams ranging from entry-level to senior members. Quality is a key component of our work, and this should be reflected in product delivery. Strong technical writing skills are essential. We are looking for a motivated, enthusiastic, mid-level professional with 5-10 years of experience who is willing to grow junior teams by serving as a resource and mentor while advancing professionally into a technical manager or project manager role.

What you will be doing at Woodard & Curran:

  • Provide support to water quality programs with a focus on stormwater quality and quantity management.
  • Apply sound and diverse knowledge of scientific and/or engineering principles and practices based on project needs.
  • Direct junior staff to implement technical assignments within the scope and objectives of projects.
  • Provide junior staff guidance and mentorship through performing reviews of written deliverables, including but not limited to emails, memorandums, reports, plans, permit applications, and other regulatory or client submittals.
  • Evaluate and provide QA/QC of data presented in ArcGIS web viewers, Excel databases, and other similar platforms.
  • Work with AutoCAD and/or ArcGIS designers/technicians to provide direction on Field Map application development, execute analyses, and figure development.
  • Develop quality work products suitable for technical manager and project manager review with minimal required edits.
  • Demonstrate strong and proactive communication skills within the project team and/or to the client regarding updates on project progress, issues, or projected needs.
  • Support multiple projects simultaneously while meeting project needs with a professional, reliable, and organized approach.
  • Interact with external clients via video calls, in-person meetings, presentations, and professional organization events and training in a professional and engaged manner.
  • Coordinate, train junior staff, and/or perform field activities like stormwater control measure inspections, illicit discharge investigations, culvert inspections, and general field reconnaissance as needed.
  • Coordinate with subcontractors for procurement of quotes, scheduling, implementation, and tracking of work.
  • Assist with proposal development
  • Participate in professional organization(s)

What you will need to succeed:

  • Bachelor's degree in environmental science, civil/environmental engineering, geology, planning, or related discipline
  • At least 5 years of experience in the water quality field, with a focus on NPDES permit compliance, illicit discharge investigations, and data management
  • Excellent knowledge of federal NPDES MS4 General Permit (or state equivalent)
  • Understanding of federal NPDES Industrial and Construction General Permits (or state equivalents)
  • Strong technical writing skills
  • Strong ability to communicate and collaborate with internal teams and external stakeholders
  • Familiarity with stormwater nutrient control strategies
  • Familiarity with stormwater master planning
  • Familiarity with asset management planning
  • Demonstrated ability to learn and apply new practices/information progressively throughout future project planning and implementation stages
  • Ability to serve as a resource and mentor to less experienced staff members
  • Interest in expansion of knowledge and implementation related to stormwater utility implementation, stormwater asset management development, and similar water quality support services
