About this Role
BlackRock China FMC is seeking a dynamic and execution-oriented technology leader to act as the Head of System Operations. This role will oversee end-to-end delivery of enterprise applications, vendor solutions, and integration programs across FMC’s business lines — from Investment Operations and Risk to Distribution, Compliance, and Regulatory Reporting.
You will lead a multidisciplinary delivery team responsible for project governance, vendor management, system implementation, release management, and production readiness. Working closely with the CTO, you will be a key driver in FMC’s digital transformation, ensuring that technology delivery meets regulatory obligations, enterprise standards, and business agility targets.
Key Responsibilities
Program & Delivery Leadership- Own full lifecycle delivery of technology initiatives (requirements, vendor engagement, testing, deployment, production support).
- Define delivery standards, release cadence, and change control processes across the FMC environment (OA and IMS, aka. Office Network and Trading Network).
- Establish disciplined project governance aligned with enterprise standards and CSRC regulations.
- Partner with Information Security and Compliance to ensure regulatory and cybersecurity requirements are embedded from design to production.
- Oversee vendor compliance, contract execution, and DR/BCP readiness across critical systems.
Stakeholder Engagement
- Work closely with FMC business heads (Investment, Client Business, Operations, Compliance, Risk, etc.) to translate business needs into actionable delivery plans.
- Act as the focal point of contact between business sponsors, vendors, and global BlackRock Tech stakeholders.
- Coordinate cross-team or cross-entity initiatives to ensure consistent standards and timely delivery.
- Lead a high-performing team of software delivery engineers; coach junior team members in agile delivery models.
- Manage strategic vendors such as Hundsun, YSS, Sinitek, Kingstar, and Weaver, balancing delivery speed, cost efficiency, and service quality.
- Collaborate with the Software Development, Infrastructure, and InfoSec teams to ensure cohesive planning and execution.
- Streamline delivery workflows through automation (workflow engines, standardized templates, and deployment SOPs).
- Strengthen delivery metrics, SLAs, and post-release review mechanisms.
Qualifications
Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field.
8–12 years of technology delivery or program management experience in financial services or large enterprise environments.
Proven track record in vendor-based system delivery (e.g. core Investment, Trading, Valuation, Compliance, Data Warehouse, Regulatory disclosure).
Strong understanding of project governance, release management, tech risk, and cybersecurity frameworks.
Familiarity with fund management operations, CSRC regulations, and enterprise change management processes.
Demonstrated leadership in cross-functional and cross-cultural environments.
Excellent communication skills in English and Mandarin.
Experience delivering projects using Hundsun or similar China fund industry systems.
Working knowledge of data architecture, domestic database ecosystem, and DR/BCP strategy.
PMP / PRINCE2 / Agile certification is a plus.
