About this Role
BlackRock China FMC is seeking a senior technology leader to oversee end-to-end system delivery and system operations across the firm’s core business platforms. The role is responsible for delivering new systems, modules, enhancements, and upgrades, and for ensuring the ongoing stability, security, and reliability of production environments.
The successful candidate will bring strong experience in enterprise system operations, vendor-based system management, structured delivery governance, and technology controls within regulated financial institutions.
Key Responsibilities
1. System Delivery (New Systems, Enhancements, Upgrades)
- Lead the full lifecycle delivery of FMC’s business systems including trading, valuation, investment operations, compliance, risk, distribution, and enterprise applications.
- Manage requirements, vendor collaboration, solution validation, testing, release planning, and deployment execution.
- Ensure all deliveries meet regulatory, audit, information security, and production readiness requirements.
- Establish and maintain standardized delivery processes, templates, and governance checkpoints.
2. System Operations (Production Stability & Governance)
- Oversee the operational performance and reliability of FMC’s core systems.
- Build monitoring dashboards, alerting mechanisms, log analytics, and automated health-check routines.
- Lead incident response, root cause analysis, corrective actions, and operational reporting.
- Manage system environments (DEV/UAT/PROD), access control, configuration baseline, and operational logs.
3. Change, Release & Configuration Management
- Own the end-to-end change management process aligned with regulatory and audit expectations.
- Define production release criteria including testing scope, deployment evidence, rollback plans, and risk approvals.
- Maintain configuration baselines, interface versioning, and coordinated release windows.
4. Vendor Platform Operations Management
- Manage operational performance of key vendors such as Hundsun, YSS, Kingstar, Sinitek, and Weaver.
- Drive SLA compliance, incident escalation, version upgrades, and operational risk management.
- Ensure vendor platforms meet data security, cybersecurity, DR/BCP, and audit evidence requirements.
5. Operational Risk, Regulatory & Security Compliance
- Embed cybersecurity, data security, and operational risk controls into delivery and operations processes.
- Maintain audit-ready evidence including change logs, access logs, incident records, DR tests, and operational approvals.
- Partner with Compliance, InfoSec, Internal Audit, and Operations Risk teams.
6. Team Leadership & Operational Excellence
- Lead a team covering system delivery, system operations, production support, and monitoring.
- Build operational playbooks, SOPs, knowledge base, and continuous improvement routines.
- Establish KPI dashboards for system availability, incident metrics, SLA performance, and change success rate.
Qualifications
- Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field.
- 10+ years of experience in system delivery, system operations, production support, or enterprise IT operations within financial institutions.
- Proven track record in vendor-based system delivery (e.g. core Investment, Trading, Valuation, Compliance, Data Warehouse, Regulatory disclosure).
- Strong understanding of project governance, release management, tech risk, and cybersecurity frameworks.
- Familiarity with fund management operations, CSRC regulations, and enterprise change management processes.
- Demonstrated leadership in cross-functional and cross-cultural environments.
- Excellent communication skills in English and Mandarin.
Preferred Skills
- Experience with major fund-industry systems (Hundsun, YSS, Kingstar).
- Knowledge of domestic databases, middleware, integration patterns, and DR/BCP architecture..
- PMP / ITIL / Agile certification is a plus.
