Job Objective
This role supports the Corporate Treasury team and the Corporate Treasurer Hong Kong in managing the Bank’s balance sheet and capital. This includes balancing economic, regulatory, and accounting perspectives of various stakeholders, formulating and revising strategies to achieve financial objectives within risk tolerance, and ensuring efficient deployment of liquidity, funding, and capital
Job Responsibilities
- Assist the CT team and HK ALCO in formulating balance sheet strategies and presenting these effectively to ALCO/senior management
- Maintain close on-the-ground engagements with Business Units to understand business drivers and execute balance sheet steers efficiently
- Closely monitor funding and financial markets to support CT’s High Quality Liquid Asset (HQLA) bond portfolio management and hedging strategies
- Fortify linkages of core balance sheet management to other areas of CT management, including bond portfolios and other market activities like wholesale funding
- Understand liquidity metrics and management processes, including daily cash/intraday management, for close partnership with Liquidity Management and Market and Liquidity Risk teams
- Ensure adherence to all relevant regulatory liquidity ratios
- Be familiar with Fund Transfer Pricing (FTP) policies and principles, managing day-to-day FTP setting in line with HK ALCO strategy
- Interact with Business Units for any FTP rate/program discussions
- Utilize and experiment with various analytics tools, including AI, to provide data-driven insights into balance sheet trends, risks, and mitigation strategies, leading to increased balance sheet efficiency
- Assist the team on other Bank-wide strategic projects or cross-unit collaboration initiatives, including recovery and resolution planning for funding and liquidity
- Prepare accurate and data-driven analysis for ALCO or other forums
- Ensure robust FTP setting and quotation processes and effectively communicate changes in FTP policy to Business Units
- Ensure alignment of core balance sheet management across all areas of CT management, including the HQLA bond portfolio and other market activities
- Vigilantly anticipate risks and opportunities impacting the balance sheet and its key metrics, taking appropriate actions
Job Requirements
- Relevant Experience:
- At least 5-8 years in balance sheet management/markets related functions (Asset Liability Management, Funding & Liquidity, Market and Liquidity risk, Finance, Treasury, Portfolio Management, etc.)
- Business experience with close interaction with ALCO/balance sheet management functions will also be considered
- Experience working in a dealing room environment is an advantage
- Functional/Technical Competencies:
- Good understanding of financial markets products (FX swaps, derivatives, MTNs, regulatory assets (HQLA), etc.)
- Understanding key drivers of balance sheet management (Liquidity ratios, FTP, capital)
- Familiarity with liquidity regulations in Hong Kong
- Keeping abreast of the macro-economic environment and its implications on funding markets/liquidity conditions
- Strong communication and interpersonal skills for stakeholder management
- Self-starter with the ability to multi-task, a strong desire to learn, and a team player
- Demonstrated ability to deliver against tight deadlines
- Motivated to establish and drive projects within Finance and with Group
- Familiarity with market data systems (Reuters, Bloomberg) and Murex is an advantage
- Education/Professional Qualification: University degree holder, preferably with CPA/CFA/FRM qualifications and/or Certified Treasury Management Professional under HKMA’s Enhanced Competency Framework in Treasury Management (ECF-TM)
