Vice President , Group Procurement & Services, Central Operation Office

Job Purpose

To lead Group Procurement & Services for DBS Tech India as the senior functional partner for procurement governance, strategic sourcing, contract governance, supplier and third-party risk oversight, procurement operations and corporate-services enablement. The role drives value, control, service quality, sustainability and digital transformation across the end-to-end procurement lifecycle, while maintaining clear accountability boundaries with Contract Owners and control functions

Key Accountabilities

• Governance and risk: Ensure consistent adoption of Group Procurement Policy, Standards, sourcing and contract-management requirements; exercise independent challenge and escalate material deviations, control gaps and supplier risks.
• Commercial value and sourcing: Lead the DTI sourcing portfolio, strengthen demand and pipeline planning, deliver competitive commercial outcomes, savings and supplier-base optimisation, and ensure defensible sole-source decisions.
• Contract and supplier governance: Oversee contract authorisation, execution, lodgement and renewal discipline; enable supplier due diligence, adverse-news monitoring, performance governance and timely remediation of risk issues.
• Operational excellence and transformation: Govern procurement operations across requisition-to-pay, supplier onboarding, sourcing, CLMS, travel and expense; improve service quality, data integrity, reporting, controls and adoption through simplification, automation and AI-enabled solutions.
• Leadership and stakeholder partnership: Lead and develop the GPS team; partner with DTI leadership, Contract Owners, Finance, Legal, RMG, Technology Risk, Audit and Group/Regional GPS; maintain zero tolerance for ethical breaches and conflicts of interest.

Job Duties & responsibilities

• Set the GPS DTI strategy, annual operating plan, performance scorecard, capacity priorities and governance cadence in alignment with DTI and Group GPS objectives.
• Act as the senior GPS adviser to DTI leadership and Contract Owners, providing early procurement engagement, market and spend insights, sourcing options and an independent challenge on value, risk and compliance.
• Oversee strategic sourcing activities for technology and non-technology requirements, including sourcing strategy, competitive bidding or sole-source assessment, supplier evaluation, commercial negotiation and contract closure.
• Ensure procurement contracts receive required approvals, are duly signed, centrally lodged and renewed on time; monitor and escalate deviations relating to DOA, contract signing, service commencement and control-function clearances.
• Lead supplier governance, including onboarding controls, due diligence, financial and sanctions-related checks, adverse-news monitoring, risk escalation, annual reviews, supplier performance, remediation and supplier-base optimisation.
• Drive savings and value realisation through negotiation, benchmarking, demand and specification challenge, rate-card and panel strategies, consolidation, working-capital opportunities and sustainable sourcing practices.
• Oversee procurement transaction operations and service performance across Coupa P2P, CLMS, SDD, sourcing, supplier onboarding, invoicing, travel and expense, ensuring accurate and timely processing, data integrity and audit-ready records.
• Own procurement management information, dashboards, KRIs, KPIs, audit and regulatory responses; provide transparent reporting on pipeline, savings, renewals, exceptions, supplier risks and operational performance.
• Sponsor process improvement, change management and digital transformation, including workflow simplification, system adoption, automation, analytics and responsible AI/GenAI use across procurement and vendor governance.
• Maintain effective working relationships with Group and Regional GPS, Singapore functional and cluster leads, DTI business and support units, control functions, auditors and key suppliers; represent DTI in regional governance and sourcing forums.
• Build a resilient, high-performing GPS team through clear role ownership, succession and backup coverage, coaching, cross-skilling, performance management and disciplined prioritisation of BAU and transformation initiatives.
• Promote the highest standards of ethics, segregation of duties, confidentiality, sustainability, supplier diversity and conduct in all procurement and supplier interactions.

Required Experience

• Minimum 15 years of relevant procurement, strategic sourcing, contract management, third-party/vendor governance or operations experience, including substantial leadership responsibility in a regulated, technology-intensive or financial-services environment.
• Demonstrated experience engaging senior stakeholders, leading complex commercial negotiations, managing control and audit requirements, developing teams and delivering enterprise procurement transformation is preferred.

Education / Preferred Qualifications

• Degree in Business, Finance, Supply Chain, Engineering, Technology or a related discipline
• Postgraduate qualification / MBA preferred
• Professional qualification in Procurement, Supply Chain, Contract Management, Risk or Project Management is advantageous
