Role Purpose
To lead the operation and continuous improvement of Telecel's charging, billing, mediation, intelligent network, and VAS platforms, ensuring service reliability, revenue assurance, excellent customer experience, and operational transformation through automation, innovation, and effective stakeholder and vendor management.
Key Responsibilities
- Manage and maintain high service availability across all Intelligent Network (IN), Billing and VAS Platforms including Online Charging Systems (OCS), Service Control Points (SCP), Service Data Points (SDP), SMSC, USSD, EIR, Device Management System, EIR, Electronic Voucher Management, CRBT Content Charging, Retail Billing, Wholesale Billing, Interconnect Billing and Broadband Services.
- Lead customer experience improvement initiatives by ensuring accurate billing, timely service provisioning, fast charging response to 3rd party applications, stable VAS services and minimal service outages.
- Closely work with Revenue Assurance and other stakeholders to validate charging accuracy, reconcile transactions, investigate billing anomalies to prevent revenue leakage and improve charging integrity.
- Lead initiatives on platform modernization, convergent rating & charging, cloud migration, containerization, and cost optimization for IN, VAS and Billing platforms.
- Implement AI Operations initiatives such as predictive monitoring, capacity prediction, AI-assisted RCA and failure prediction analysis.
- Motivate, coach and lead IN, VAS and Billing team to ensure that individuals possess the skills and capability required to deliver team objectives
- Prepare budgets and forecasts for the IN, VAS and Billing team and encourage in-house solutions to drive operational efficiency.
- Manage 2nd level maintenance support and incident management across all IN, VAS and Billing platforms / network elements and lead incident and problem management discussions.
- Collaborate and manage relationships with internal/external stakeholders, vendors and regulators to drive efficiency across all IN, VAS & Billing services.
Must have Technical / Professional Qualifications
- Minimum of a bachelor’s degree in Telecommunications engineering, electrical/electronic/Computer engineering, Computer Science or Information Technology.
- A Masters’ Degree (MBA, Information Technology, Information Systems, Telecommunications) would be an added advantage
- ITIL V4 certification
- Minimum of 8-12 years’ experience in the IT and Telecommunications industry
- At least 5 years in Managing IN, Billing and VAS platforms.
- Minimum of 3 years in a leadership role
- Strong background in vendor and stakeholder engagement/management in a complex environment.
- Good inter-personal and people management skills.
Skills Required
- Bachelor's degree in Telecommunications Engineering, Electrical/Electronic/Computer Engineering, Computer Science, or Information Technology
- Master's degree (MBA, IT, Information Systems, Telecommunications)
- ITIL V4 certification
- 8-12 years' experience in the IT and Telecommunications industry
- At least 5 years managing IN, Billing and VAS platforms
- Minimum of 3 years in a leadership role
- Strong background in vendor and stakeholder engagement/management in a complex environment
- Good interpersonal and people management skills
