POSITION SUMMARY INFORMATION: DUTIES AND REQUIREMENTS

Position Overview: In this role, you will monitor and coordinate operational activity within the Tactical Operations Center (TOC) while supporting detention facility security operations, emergency response activities, communications systems, and incident management procedures. You will maintain situational awareness of facility operations by monitoring surveillance systems, alarms, radio traffic, and operational communications while coordinating responses to emergencies, security incidents, and operational concerns. This position requires strong attention to detail, decision-making abilities, communication skills, professionalism, and the ability to remain calm and effective in high-pressure situations within a secure detention environment.

Responsibilities:

  • Monitor surveillance systems, alarms, communication equipment, operational dashboards, and facility activity from the Tactical Operations Center to maintain situational awareness of detention operations.
  • Coordinate emergency response activities, incident notifications, security communications, and operational support during emergencies, disturbances, medical incidents, or security-related events.
  • Maintain continuous communication with detention officers, armed security personnel, transportation teams, medical staff, facility leadership, and outside agencies regarding operational activities and incidents.
  • Track resident movement, transportation activities, emergency responses, staffing operations, and security incidents using operational systems and communication platforms.
  • Maintain accurate operational logs, incident documentation, radio traffic records, emergency notifications, and TOC activity reports in accordance with facility procedures.
  • Respond promptly to alarms, emergency calls, surveillance concerns, and security alerts while initiating appropriate response procedures and notifications.
  • Monitor facility access control systems, perimeter security equipment, surveillance feeds, and emergency communication systems to identify potential threats or operational deficiencies.
  • Coordinate with facility leadership and supervisory personnel regarding operational updates, staffing concerns, emergency situations, and ongoing incident management activities.
  • Ensure communication systems, monitoring equipment, and operational technology remain functional and report equipment malfunctions or technical concerns promptly.
  • Support emergency preparedness activities, evacuation procedures, security drills, and operational continuity planning related to TOC operations and facility safety.
  • Ensure all TOC operations comply with government detention standards, security procedures, operational protocols, and facility communication requirements.
  • Maintain professionalism, strong situational awareness, effective communication, and sound judgment while supporting safe and secure detention facility operations.

Qualifications:

  • Must possess an active Arizona State unarmed security license
  • Must possess three (3) years of relevant security experience.
  • Must possess a minimum of two (2) years of supervisory experience in a tactical operations center, military watch desk, or emergency dispatch environment, with a proven track record of coordinating real-time personnel deployments and facility-wide communications during high-stress incidents.
  • Must possess advanced critical thinking and problem-solving skills, with the demonstrated ability to independently assess rapidly evolving situations, interpret complex standard operating procedures, and make decisive, high-impact decisions without immediate supervision.
  • Must be able to provide proof of citizenship or legal US work authorization.
  • If prior active-duty military, must provide copies of DD214(s) showing discharge condition.
  • Must consent to fingerprinting.
  • Must be at least 21 years of age.
  • Must possess a high school diploma or equivalent
  • Clean criminal record and ability to pass a comprehensive background check and security screening.
  • Ability to pass a preemployment medical assessment and drug screening.
  • Excellent communication, observation, and report-writing skills.
  • Ability to remain calm and effective under pressure and in high-stress situations.
  • Ability to work flexible shifts, including nights, weekends, and holidays.

Work Environment:

Employees may be exposed to extreme cold or hot weather conditions, fumes, or airborne particles, toxic or caustic chemicals, and loud noise.

Physical Requirements:

Employees may be required to remain in a stationary position, stand, push, pull, climb, kneel, crawl, balance, squat, bend, and reach. Employees may be also required to use gear to move items around, including, but not limited to, carts and dollies. Employees may also be occasionally required to lift and/or move up to 49 pounds.
