Job Description:
The DHS CBP Program Management Office Directorate (PMOD) serves as the Independent Test Authority (ITA) for CBP acquisition programs and requires comprehensive systems engineering and test and evaluation (T&E) support. SimIS seeks a Test Director to lead the planning, execution, and analysis of operational tests for border security technologies across diverse and challenging environments. This role requires expertise in test and evaluation methodologies, with responsibility for developing comprehensive test strategies, managing field test execution, and ensuring compliance with PMOD standards. The Test Director coordinates with developing and user agencies while managing test activities in extreme conditions across urban areas, deserts, mountainous regions, and coastal environments.
Required Knowledge, Skills, and Abilities
  • Bachelor's degree in Engineering or related technical field; Master's degree preferred
  • Minimum 8 years of test and evaluation experience, preferably with government programs
  • ​​​​​​DAU/DHS equivalency certification required
  • Ability to obtain and maintain DHS suitability background check
  • 25% travel required
Technical Skills:
  • Expertise in test and evaluation methodologies and best practices
  • Experience with Mission-Based Test Design (MBTD) analysis
  • Knowledge of Test and Evaluation Master Plans (TEMP) development
  • Understanding of border security technologies and operational environments
  • Proficiency in test data collection and analysis methods
  • Proven ability to lead field test teams in challenging environments
  • Ability to travel extensively to remote border locations
Key Responsibilities
  • Develop comprehensive test strategies aligned with PMOD standards and Mission Needs
  • Create Mission-Based Test Design (MBTD) analysis for border security technologies
  • Design field-based operational tests for material solutions across diverse terrains
  • Define test requirements and performance measures for surveillance and detection systems
  • Support development of Test and Evaluation Master Plans (TEMP)
  • Lead field test execution at CBP locations across challenging environmental conditions
  • Coordinate with developing and user agencies throughout test planning and execution
  • Ensure proper test environment setup and handling of test assets and equipment
  • Document test events, deviations, and lessons learned
  • Generate detailed test execution reports and final evaluation reports
  • Support TEGR documentation requirements and process timelines
  • Manage test team safety and logistics in remote border environments

Skills Required
