Overview of Position:

Directs the implementation, administration, management and maintenance of midrange and enterprise-class systems, enterprise networks, storage/storage area networks, databases and database systems/technologies. Plans, designs, implements, manages enterprise-wide servers, networks, storage, technologies, databases/data dictionaries, midrange systems software, system and network security and security measures and administers centralized storage systems, databases and database technologies to insure the accessibility, security, accuracy, and consistency.

ESSENTIAL DUTIES
1.    Manages the development, planning and operation of the IT infrastructure including fostering innovation, planning projects, and organizing and negotiating the allocation of resources.
2.    Effectively utilizes project tools, technologies and methodologies to provide clear and concise documentation/communication.
3.    Works with all vendors to resolve issues/problems in a timely manner.
4.    Manages the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, operating systems, network equipment, network support systems, hardware, software, and peripherals.
5.    Provides on-call support and troubleshooting via phone, remote dial-in or on-site if necessary.
6.    Benchmarks, analyzes, report on, and make recommendations for the improvement and growth of the IT infrastructure and IT systems.
7.    Works with stakeholders to define business and systems requirements for new technology implementations.
8.    Directs research on potential technology solutions in support of procurement efforts.
9.    Develops business case justifications and cost/benefit analyses for IT spending and initiatives.
10.    Develops IT policies and procedures, including those for architecture, security, disaster recovery, purchasing, and service provision.
11.    Manages IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
12.    Demonstrates proficiency in all technologies, methodologies, tools, techniques and hardware/software required to perform the job.
13.    Coordinates sizing and capacity planning for midrange/enterprise-wide servers, enterprise networks, and storage network systems.
14.    Designs, implements, and monitors a technology infrastructure that meets established system availability, performance and response time parameters.
15.    Provides direction and oversight for disaster remediation efforts including information lifecycle management, data back-ups/restores, contingency planning, fault-tolerant systems and other technologies designed to maximize system availability.
16.    Manages the system/network administration teams responsible for all midrange and enterprise class servers/systems, network equipment, storage systems and maintains all system software at current release levels and applies all necessary patches.
17.    Manages the network team responsible for the design and implementation of internet, intranet and extranet strategies and systems to facilitate efficient and secure network connectivity including firewalls, VPNs, multi-factor authentication and other technologies. 
18.    Develops strategies related to the definition and implementation of enterprise-wide security policies, standards, and methodologies and proactively monitors system security in compliance with established security policies, procedures and protocols.
19.    Sets directions, strategies and standards related to the selection, implementation and management of system, network and storage management software including HP Openview, Altiris, wired and wireless network utilities/management software, database utilities/management software, system utilities/management software and storage utilities/management software.

QUALIFICATIONS
1.    Bachelor’s Degree in computer science or related area.
2.    Five (5) years of experience in programming, system administration, network administration, workstation/PC administration, security or databases required.
3.    Three (3) years of experience managing technical staff and technical infrastructures.
4.    Excellent analytical, evaluative and problem-solving abilities and keen attention to detail.
5.    Experience in IT infrastructure planning and development.
6.    Ability to communicate effectively when dealing with both internal and external customers/vendors.
7.    Experience managing system administration, network administration, enterprise networking, wireless networks, large networked systems, security, relational databases including Microsoft SQLServer and Oracle, SQL and other database tools, system/database tuning and performance monitoring.
8.    Experience with information lifecycle management, managing storage area networks (SAN) disk storage and back-up systems/techniques, mid-large servers, firewalls, VPN, network/internet technologies and security, Nortel and Cisco networking products, Win2000/03-based servers, Unix/AIX, Windows NT/2000/XP.
9.    Project management skills, experience managing technical staff and planning, developing and managing IT infrastructure required.  Knowledge of HP Openview, Altiris or similar infrastructure manage software, RS/6000, AS/400, OS/400, storage area networks, major programming languages, internet and intranet technologies, and other relational databases and technologies and computer security concepts.

• Demonstrates safe Materials Handling (i.e. appropriate use and disposal of chemicals, infectious wastes, etc.)
• Demonstrates appropriate knowledge of Infectious Disease precautions and use of proper protective equipment
• Demonstrates Slips/Trips and Falls Awareness.
• Actively contributes to maintaining a safe, clean and quiet environment.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS
1.    Input and review data through a personal computer (PC)
2.    Read, write and utilize manual and computerized systems and documentation
3.    Collect data, interpret findings, set priorities and carry out established plans.
4.    Regularly lift and/or move 25 lbs.
5.    Occasionally climb, balance, stoop, kneel, crouch or crawl
