Position Overview 

We are seeking a senior technical leader to serve as Contract Lead/Task Lead for federal technical support and user engagement services. This hands-on position requires expertise in DUA tracking systems, analytic output review, disclosure processes, and user training program development. 

Job Description 

The Contract Lead is responsible for the technical execution of Data Use Agreement (DUA) tracking systems, analytic output review processes, disclosure review procedures, and comprehensive user training programs. You will oversee Privacy Board materials preparation, marketing and dissemination plan development, webinar creation, and public-facing website establishment and maintenance. This role requires sustained hands-on engagement for the highest-effort technical tasks including DUA tracking tool development, output review, training materials creation, website development, and user support delivery. 

Key Responsibilities 

As Contract Lead, you will lead the technical execution of DUA tracking systems and ensure effective analytic output review processes. You will oversee disclosure review procedures and develop comprehensive user training programs. Your responsibilities include preparing Privacy Board materials and coordinating Privacy Board activities. You will develop marketing and dissemination plans to enhance program visibility and impact, create webinars and training materials to support user education and engagement, and establish and maintain public-facing websites. Program assessment activities and study closeout/transfer processes will be core functions, along with providing technical support and guidance to users and stakeholders. 

Qualifications Summary 

  • Technical background in stakeholder engagement, data governance, and technical assistance 
  • Experience with DUA tracking systems and analytic output review 
  • Expertise in disclosure review processes and privacy compliance 
  • Skills in website development and maintenance 
  • Experience with CMS data and federal agency operations 
  • Strong verbal and written communication skills 

Experience Requirements 

  • Minimum 5 years of technical experience 
  • At least 2 years of experience as Lead on projects of comparable size and scope 
  • Experience leading tasks at or for a federal agency or organization 

Education & Certifications 

  • Master's degree in Information Technology, Public Administration, Communications, or related field OR Bachelor's degree in Information Technology, Public Administration, Communications, or related field with 2 additional years of relevant experience. 
  • Required Certifications: PMI certifications such as PMP, or CMMI certifications
