About the role:
Raft is seeking a Technical Program Manager to support the execution of the AF TENCAP HOPE 2.0 contract in close coordination with the prime contractor and key stakeholders. This individual will play a critical role in ensuring project excellence by driving contract performance, facilitating clear communication between all parties, and ensuring compliance with government acquisition standards and GSA Assisted Acquisition Services (AAS) processes.
The Deputy Project Excellence Lead will serve as a trusted partner to government stakeholders, ensuring that all contractual obligations are met on time and within scope. This position is less technically focused and more centered on program execution, acquisition strategy, and partner coordination. Success in this role requires a deep understanding of DoD acquisition processes, the ability to resolve obstacles proactively, and a collaborative mindset to ensure stakeholder alignment across a complex program environment.
Responsibilities:
• Serve as Raft’s on-site lead interface with the prime contractor and government stakeholders to ensure high-quality program delivery.
• Provide guidance and oversight on government acquisition processes, particularly GSA AAS task order execution.
• Monitor contract execution against performance objectives and proactively escalate or resolve risks and issues.
• Ensure all program deliverables, milestones, and reporting requirements are met in a timely and compliant manner.
• Support the preparation and delivery of documentation, briefings, and project updates to government leadership
• Foster a culture of transparency, accountability, and mission focus across the program team.
• Assist with shaping future task orders and business development activities tied to follow-on work under AF TENCAP.
What We’re Looking For:
• 10+ years of experience supporting DoD programs, preferably with direct involvement in Air Force or Space Force acquisition efforts
• Deep understanding of federal acquisition regulations (FAR/DFARS) and GSA AAS procurement mechanisms
• Strong background in contract oversight, project management, and performance reporting
• Demonstrated experience working with or for prime contractors in a support capacity
• Proven ability to manage stakeholder relationships across multiple organizations
• Excellent communication, briefing, and coordination skills
Highly Preferred:
• Experience supporting AF TENCAP or similar mission-focused innovation efforts
• Familiarity with classified program environments and operational mission users
• PMP or DAWIA Level II/III certification in Program Management or Contracting
• Experience supporting task orders under the GSA ASTRO, OASIS, or similar vehicles
Salary Range:
- $150,000 - $195,000
- The determination of compensation is predicated upon a candidate's comprehensive experience, demonstrated skill, and proven abilities
