RK&K is seeking an experienced Technical Manager to provide technical engineering leadership for municipal water and wastewater infrastructure projects throughout Central Virginia and the Mid-Atlantic region. Based in Richmond, VA, this role will lead the planning, analysis, and design of critical water, wastewater, and conveyance systems while serving as a technical resource and mentor for project teams. Essential Functions
- Serve as a technical lead for municipal water and wastewater infrastructure projects, overseeing engineering analyses, design development, and technical decision-making.
- Lead preparation and review of engineering studies, technical memoranda, calculations, plans, specifications, and construction documents.
- Provide technical expertise for water treatment, wastewater treatment, water distribution systems, wastewater collection systems, pumping facilities, storage facilities, and related infrastructure improvements.
- Evaluate complex engineering challenges and develop practical, innovative, and cost-effective solutions for municipal clients.
- Guide quality, consistency, and adherence to industry standards and client requirements.
- Conduct technical reviews and quality assurance/quality control (QA/QC) reviews of engineering deliverables.
- Provide technical guidance, mentoring, and professional development for junior and mid-level engineering staff.
- Support construction phase services, including submittal reviews, responses to RFIs, site visits, and resolution of technical issues.
- Collaborate with project managers, clients, regulatory agencies, and internal disciplines to ensure technical excellence.
- Support pursuit efforts by contributing to proposals, technical approaches, and client presentations.
Required Skills and Experience
- Bachelor's degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
- Minimum of fifteen (15) years of progressive experience in municipal water/wastewater engineering with significant technical design responsibilities.
- Professional Engineer (P.E.) license.
- Demonstrated expertise in the planning, design, rehabilitation, and evaluation of municipal water and wastewater infrastructure systems.
- Strong understanding of applicable regulatory requirements, industry standards, and engineering best practices.
- Experience developing and reviewing engineering calculations, plans, technical reports, specifications, and construction documents.
- Proven ability to lead technical teams and mentor engineering staff.
- Strong analytical and problem-solving skills with a focus on delivering practical engineering solutions.
- Excellent written and verbal communication skills with the ability to convey technical information to both technical and non-technical audiences.
- Proficiency with Microsoft Office applications, including Excel and Word.
Preferred Skills and Experience
- Master's degree in Civil Engineering, Environmental Engineering, or a related field.
- Twenty-five (25) years of progressive experience in municipal water/wastewater engineering with significant technical design responsibilities.
- Experience serving as Engineer of Record for municipal infrastructure projects.
