Job Description:
Parsons is looking for a Technical Manager – Traffic & Mobility to join our team. In this role, you will lead and deliver traffic engineering and mobility planning projects, ensuring technical excellence, regulatory compliance, and alignment with client objectives. You will manage the full lifecycle of traffic and mobility assignments—from concept development and analysis through design, implementation, and performance monitoring—while effectively coordinating multi-disciplinary teams and engaging with key stakeholders.
What You'll Be Doing:
Technical Leadership
Lead the development of traffic and mobility solutions for urban, suburban, and regional networks.
Oversee traffic studies, modelling, and analysis (capacity analysis, LOS, intersection design, corridor studies, etc.).
Review and validate traffic forecasts, demand modelling, and multimodal transport plans (road, public transport, NMT, micromobility).
Ensure adherence to relevant standards, guidelines, and best practices (e.g., local traffic codes, design manuals, international guidelines where applicable).
Provide technical guidance and mentorship to engineers, planners, and analysts within the team.
Project Management
Plan, coordinate, and manage multiple traffic and mobility projects simultaneously, from initiation to completion.
Develop project scopes, timelines, resource plans, and budgets in coordination with internal stakeholders and clients.
Monitor progress, manage risks, and implement corrective actions to ensure delivery on time and within budget.
Prepare and present project status reports, technical documentation, and decision-making material to management and clients.
Design & Analysis
Lead or supervise the design of:
Intersection layouts, signalization plans, and traffic control strategies.
Roadway and corridor improvements to enhance safety and efficiency.
Parking strategies, access management, and circulation plans.
Intelligent Transportation Systems (ITS) and traffic management solutions (where applicable).
Oversee traffic modelling using tools such as , , , or equivalent.
Review output from models, interpret results, and translate findings into actionable recommendations.
Mobility & Policy Planning
Contribute to sustainable mobility strategies, including public transport enhancement, walking and cycling initiatives, and demand management measures.
Support policy development and advisory for traffic management, congestion mitigation, and safety improvement programs.
Integrate land-use planning with transport strategies to optimize network performance and accessibility.
Stakeholder & Client Management
Act as the primary technical point of contact for clients on traffic and mobility matters.

Participate in stakeholder workshops, public consultations, and technical committees as required.
Prepare high-quality technical reports, presentations, and documentation for clients and regulatory bodies.

Implement quality assurance and quality control processes for traffic studies, designs, and deliverables.
Identify opportunities for innovation and continuous improvement in methodologies, tools, and workflows.
Keep abreast of emerging trends in mobility, smart cities, ITS, and data-driven traffic management.
What Required Skills You'll Bring:
Bachelor’s degree in , or related field.
Master’s degree in or is preferred.
20+ year’s experience within a technical field of Traffic/ Mobility Engineering
Prior experience in managing multi-disciplinary project teams and interfacing with public authorities and private clients.
Experience with large-scale infrastructure, urban development, or smart mobility projects is highly desirable.
Professional registration or certification (e.g., Chartered Engineer, PE, RPEQ, or equivalent) is an advantage.
