The U.S. Cybersecurity and Infrastructure Security (CISA) mission is to lead the national effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure.  CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: the Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered within the National Capital Region (NCR).  


CISA’s information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its Divisions as well as its MEOs.  This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. These enterprise IT capabilities shall support CISA’s ability to continue establishing a modern IT infrastructure; engaging in various initiatives to evaluate and implement emerging technologies; migrating to the cloud; supporting mobility and collaboration platforms; and continually improving the performance, security, and availability of enterprise IT services.


Working with an enterprise network architecture, engineering, and implementation team supporting our Federal customer, the Technical Lead supports program management and project management projects  to include overall reporting to the Contracting Officer’s Representative (COR), management and reporting of progress and activities in all task areas, coordinating and reporting on Contractor work on projects as directed by the Government project managers and leads, conducting the Kick-Off Meeting, and performing transition in/out activities.


Primary Responsibilities:

  • Provide end-to-end program leadership from planning to business readiness/rollout
  • Coordinate and create work packages and schedule work
  • Lead and guide initiative management/enterprise solution engineer teams to deploy dependent projects
  • Define and track business and development milestones on a program level
  • Track and communicate dependencies on a program level
  • Manage risks, issues, change control and decision logs for the program
  • Communicate and manage project status to internal project teams and to those in the executive level
  • Identify strategic milestones in concert with business and/or mission stakeholders and tie work packages to milestones
  • Work with development teams to ensure understanding of high level business requirements so that they are well positioned to deliver the appropriate business value
  • Prepare weekly status reporting, quad charts, and monthly program management status content.
Minimum Qualifications

Bachelor’s degree plus 4 years of experience in a related field, or 8 years of experience in lieu of a degree.

  • Prior experience managing field teams in complex technical environments
  • Confidence in driving people to deliver objectives
  • Technical Delivery Management experience a plus
  • Experience in enterprise environments
  • Clearance: Must be eligible to obtain a Department of Homeland Security EOD clearance (Requirements 1. US Citizenship, 2. Favorable Background Investigation)

  • Demonstrated proficiency in tracking risks/issues and change and decision logs and maintaining meeting minutes
  • Ability to communicate multi-directional (peer to peer, to varying levels of leadership) for project status and issues

Certification:  PMP


Clearance Preference:

    • DHS EOD - 1st priority
    • Any DHS badge + DoD Top Secret or Secret - 2nd choice
    • DoD Secret or Top Secret + willingness to get EOD clearance - 3rd choice (it can take 45 days to obtain EOD clearance – work can only begin once the clearance is fully adjudicated)
