Overview
The Technical Analyst (Security Enhancements) is a key member of the Department of Veterans Affairs (VA) Loan Guaranty Service (LGY) Development Security and Operations (DevSecOps) team. This role is responsible for furthering modernization by analyzing technical enhancements, documenting technical requirements, and facilitating collaboration across teams to support the requirements gathering, design, evaluation, and development of technology solutions. The Technical Analyst works closely with VA business users, the VA OIT (Office of Information Technology), product managers, developers, architects, and system administrators to ensure that technical requirements are clearly defined, solutions meet technical, compliance, and operational needs, and delivered capabilities operate as expected.
Key Functions
- Requirements & Documentation
- Proactively identify and/or understand technical issues, gaps, and enhancement opportunities.
- Document technical requirements, system workflows, data mappings, and operational procedures.
- Maintain clear, current, and version-controlled documentation in the approved VA Application Lifecycle Management (ALM) tool.
- Solution Design
- Collaborate with VA business users, VA OIT, developers, architects, and administrators to define and refine technical solutions.
- Conduct research and stay informed on emerging tools, technologies, and best practices to support modernization.
- Validate that proposed solutions comply with VA security, data governance, and architectural standards.
- Perform proof-of-concept evaluations to assess technical feasibility and solution fit.
- Obtain VA business user and/or VA OIT solution approval.
- Development & Validation
- Support development activities by clarifying technical requirements and system behavior.
- Conduct system testing, validation, and verification to ensure functionality, data accuracy, compliance, and quality.
- Provide technical support, assist in troubleshooting, and facilitate knowledge transfer to users and teams.
- Ensure all system documentation is accurate, complete, and routinely updated.
Minimum Qualifications
- Bachelor’s degree in Computer Science, Information Technology, Systems Engineering, or a related field (or equivalent experience).
- 3+ years of experience in technical analysis, systems analysis, or IT support roles.
- Strong troubleshooting and diagnostic skills for resolving system, software, data, and integration issues.
- Experience documenting technical requirements, system workflows, technical diagrams, data mappings, and procedures.
- Working understanding of APIs, ETL, integrations, databases, cloud concepts, system architecture, and IT infrastructure basics.
- Working understanding security
- Ability to communicate technical information clearly to both technical and non-technical stakeholders.
Preferred Qualifications
- Experience supporting VA LGY or other federal initiatives using Agile, Scrum, and DevSecOps practices.
- This role should be able to identify/document requirements arising from CICD tickets including requirements for tooling and configuration, especially for interfaces and other data transfers (ETLs) with tools and other applications. This individual should have a strong infrastructure background and knowledge of cloud-based security (AWS/AWS transfer family in particular). Red Hat and Jenkins for Selenium experience desirable.
- Familiarity with VA LGY technology stack, including Salesforce, Amazon Web Services (AWS), Application Programming Interface (API) integrations, enterprise data platforms, analytics tools, and Linux/Red Hat environments.
- Knowledge of VA information technology security, data governance, and compliance standards.
- Knowledge of Red Hat/Linux (RHEL7+, RHEL 8, RHEL9)
- Knowledge of user tooling concepts and security requirements for web-based tools integrated with and/or ingesting data from a large, complex technology stack
- Knowledge of Federal IT security requirements and processes including Authorities to Operate; Plans of Action and Milestones (POAMs); security scans, testing, and issue resolution
- Recommended certifications: Certified Information Systems Auditor (CISA), AWS (e.g., Cloud Practitioner, Solutions Architect - Associate), Microsoft certifications, Salesforce (e.g., Certified Administrator, Certified Business Analyst), Computing Technology Industry Association (CompTIA) A+, CompTIA Security+, Information Technology Infrastructure Library (ITIL), Scaled Agile Framework (SAFe), and/or Certified Business Analyst Professional (CBAP).
