ThinkWell is an emerging health systems development organization that is in a major growth phase. Determined to transcend the status quo, ThinkWell was founded in 2011 to provide bold, creative, and practical solutions to helping low- and middle-income countries achieve universal health coverage. While our core area of work is health financing, we take a “whole-of-systems” approach, specializing in five practice areas that intersect with health financing: governance, human resources for health, private sector, public financial management, and research and evaluation.
ThinkWell is seeking multiple candidates to form a roster of qualified technical advisors across a variety of health system strengthening areas. Technical Advisors will provide expertise in their respective core technical areas, contributing to the project's goal of strengthening health system performance in Indonesia.
These positions must be based in the Jakarta area in Indonesia and are contingent on ThinkWell winning the proposal. Please find the responsibilities and qualifications for each Technical Advisor role below:
Health Financing Technical Advisor
Responsibilities:
- Provide strategic guidance on health financing initiatives within the HSS Flagship activity.
- Collaborate with the COP to develop and implement health financing strategies aligned with USAID requirements.
- Contribute to the evidence-to-policy process related to health financing.
Qualifications:
- Substantial experience in health financing and related international programming.
- Demonstrated ability to engage with external partners, donors, and government ministries.
- Existing relationships with Ministry of Health counterparts and experience working closely with the Government of Indonesia in an advisory capacity.
- Strong analytical and strategic thinking skills in the context of health financing.
Human Resources for Health Technical Advisor
Responsibilities:
- Offer expertise in human resources for health and workforce planning, contributing to workforce strengthening initiatives.
- Collaborate with the project team to develop strategies for effective human resource management in the health sector.
- Contribute to the evidence-to-policy process related to human resources for health.
Qualifications:
- Substantive experience in human resources for health and related international programming, preferably in Indonesia or Southeast Asia.
- Existing relationships with Ministry of Health counterparts and experience working closely with the Government of Indonesia in an advisory capacity.
Health Information Systems Technical Advisor
Responsibilities:
- Lead the development and implementation of health information systems (HIS) strategies.
- Ensure the integration of health information systems with overall health system strengthening efforts.
- Contribute to the evidence-to-policy process related to health information systems.
Qualifications:
- Extensive experience with HIS in integrated health projects.
- Demonstrated ability to engage effectively with external strategic partners and stakeholders.
- Existing relationships with Ministry of Health counterparts and experience working closely with the Government of Indonesia in an advisory capacity.
Integrated Primary Healthcare Technical Advisor
Responsibilities:
- Provide strategic direction on integrated primary healthcare initiatives, fostering comprehensive and coordinated care.
- Collaborate with the project team to develop and implement integrated care strategies.
- Contribute to the evidence-to-policy process related to integrated primary healthcare.
Qualifications:
- Substantial experience in integrated primary healthcare, specifically in Indonesia or Southeast Asia.
- Strong interpersonal skills and the ability to engage constructively with diverse stakeholders.
- Existing relationships with Ministry of Health counterparts and experience working closely with the Government of Indonesia in an advisory capacity.
Evidence to Policy Technical Advisor
Responsibilities:
- Lead implementation of policy development support, testing, and evaluation in coordination with key local government and research partners.
- Provide capacity building to local stakeholders.
- Act as primary interlocutor with Government of Indonesia counterparts on engaging with evidence related to primary technical areas.
Qualifications:
- Substantial experience in policy and regulatory testing and evaluation, preferably in Indonesia or Southeast Asia.
- Strong interpersonal skills and the ability to engage constructively with diverse stakeholders.
- Existing relationships with Ministry of Health counterparts and experience working closely with the Government of Indonesia in an advisory capacity.

In addition to qualifications for each position, the following requirements are for all positions:
- BA/BS and 10+ years’ experience, or graduate degree and 8+ years’ experience.
- Substantive relevant work experience in one of HSS Flagship’s core technical areas, including health financing, health information systems, health workforce, integrated care, evidence to policy processes, health systems strengthening, and related international programming.
- Extensive experience on large, complex projects in Indonesia or the surrounding region, preferably with USAID.
- Demonstrated team and people management abilities, focusing on growing staff, mentoring, and coaching junior professionals.
- Demonstrated ability to engage effectively with external strategic partners, donors, government ministries, and stakeholders.
- Strong, existing relationships with both Indonesia’s Ministry of Health and USAID.
- Full written and verbal fluency in English. Fluency in Bahasa strongly preferred.
- Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations and across work areas.
- Ability and willingness to travel in-country and internationally up to 25%.
