JOB DESCRIPTION:
Generally, the Senior Systems Expert supports the client with strategic guidance and technical assistance with financial statement audit response, business process improvement, and workforce development across Financial Management (FM) and Logistics operations through the rapid integration of processes, people, and technology to drive innovation.
Key Responsibilities: Specifically, the individual will provide functional and technical expertise in synthesizing data to develop innovative approaches to enduring FM and Logistics challenges, including the application of databases to aggregate, analyze, and visualize data. Support the formulation, evaluation, interpretation, and application of proposed and published FM and Logistics policies and procedures, including documenting key controls, improving process flows, drafting business process narratives, and other required materials. Identify and research performance trends and processing gaps, coordinate with stakeholders, and report findings and recommendations to client management for resolution. Support the development and delivery of FM and Logistics integration training and briefings in multiple formats for varying stakeholder audiences relative to FM and Logistics operations. The individual may also manage projects, workstreams, and tasks and/or lead other analysts.
Additional duties and expectations include, but are not limited to, the following:
• Access, navigate, and transact within Navy SABRS, SMARTS, and associated business feeder systems.
• Extensive knowledge of legacy business processes, SABRS/SMARTS reports, and feeder system tools (e.g. NTCSS, ERP, ASKIT, FORCES, EEBP, SABRS, DAI, CFMS, WAWF, eRMS) to analyze historical financial transactions and reconcile Key Supporting Documentation (KSD) to SABRS balances.
• Assist USMC activities with the timely resolution of FM and Logistics KPIs and preparation of financial statement audit response requirements.
• Develop the knowledge and skill set of the workforce, specific to USMC and Navy financial reporting environments, and integrate job aids/quick reference guides (encompassing the most commonly performed business processes) into informal training opportunities to increase proficiency across the user base.
• Design and/or maintenance of systems, interfaces, and automation.
• Familiar with design and development Software Process Activities (e.g. Waterfall, Agile, etc.) and development of databases.
• Progressive experience in design and installation of integrated systems of personnel, processes, and technology.
Experience Requirements:
Mandatory: 8 years directly related professional experience, performing related tasks supporting USMC or Navy financial management and logistics systems.
Waiverable/Substitutable: Additional 4 years of experience (12 years total) in lieu of degree
Certification Requirements:
Mandatory: N/A
Waiverable/Substitutable: CDFM / CGFM / DoD FM preferred not required
Education Requirements:
Mandatory: 4-year degree
Waiverable/Substitutable: Additional 4 years of experience in lieu of degree
