Torch Technologies is seeking a Systems Engineer (Senior) with Configuration Management and DevSecOps experience to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division (AF HRSD) headquartered at Randolph AFB (San Antonio, TX area). The primary role of this individual will be to support the transition from legacy, manual, and document-heavy configuration accounting to automated, pipeline-driven baseline control and continuous release verification. The person that fills this position will be responsible for managing all deployment scripts, environment configurations, and release validation metrics as software code—enforcing a strict Pipeline as Code (PaC) and Configuration as Code (CaC) standard across the entire organization. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.

The Systems Engineer (Senior) requires a highly motivated individual.  This individual will perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to:

  • Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or fielding and sustaining of IT/software systems.

  • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications.

  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications.

  • Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics.

  • Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles.

  • Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations.

  • Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight.

  • Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and perform all (system) engineering according to applicable DoW, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AFI 99-103 and their updates, successors (as happens over time).

Required Qualifications: 

  • U.S. Citizenship.

  • Master’s or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoW.

  • OR, Bachelor’s degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW.

  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoW.

Specific Work Experience:

  • Experiencing transitioning traditional CM policies (Plan, Identify, Control, Audit, Status Accounting) into automated pipeline workflows and Git-based repositories.

  • Experience executing system configuration audits using automated tracking tools and data verification methods.

  • Experience automating routine CM administrative tasks to eliminate manual documentation overhead and administration.

  • Experience in Air Force Program system engineering policies, procedures, and practices.

  • Technical skills in systems and software engineering pertaining to full acquisition life cycle (i.e., pre- and post-award, development, testing, and fielding).

  • Experience with the Risk Management Framework (RMF), and Federal DoW Cybersecurity regulations, policies and best practices.

  • Experience with Agile methodologies and knowledge of Agile tools (JIRA, Confluence, and Bitbucket).

  • MS Office Applications – MS Visio, MS Excel, MS Word, MS Outlook.

  • Proficient in PL/SQL, Java, JavaScript Python, Unix, .NET, and REST API a plus.

  • Certifications

    • Highly Desirable - IAT/IAM level II certification (Minimum of Security+; equivalent or higher certification).

  • Security Clearance

    • Ability to obtain and maintain a DoW Secret Security Clearance (required to start).

Preferred Qualifications:

  • Experience configuring and administering enterprise-level CI/CD orchestration tools, specifically FlexDeploy (or directly comparable platforms like Jenkins or GitLab CI/CD).

  • Familiarity with packaging and deploying database objects and ERP customizations, specifically within the Oracle EBS ecosystem (PL/SQL, OAF, Reports).

  • Highly proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook, etc.), expert attention-to-detail & highly organized.
