This position will perform reviews of Erosion and Sediment Control Plans, Stormwater Management Plans, Construction Record Drawings, and other documents to ensure proper implementation of the Virginia Erosion and Stormwater Management Act, Virginia Erosion and Stormwater Management Program (VESMP) regulation, and VPDES Permit for Discharges of Stormwater from Construction Activities (Construction General Permit). 

Responsibilities

This position will primarily review plans for nonexempt land-disturbing activities to confirm compliance with agency regulations and sound environmental principles as required by the Virginia Erosion and Stormwater Management Act, the Virginia Erosion and Stormwater Management regulation, the Virginia Stormwater Management Handbook, and the General VPDES Permit for Discharges of Stormwater from Construction Activities under the NPDES program of the federal Clean Water Act.  Serves as project manager for assigned plan reviews by adhering to established timelines, agency policies, guidance, and standard operating procedures. Provides technical assistance to local governments, the public, permittees, consultants, internal staff, as well as other state and federal agencies.  Assists with certification and other training classes as needed.  Assists with Local Program Reviews as needed.  Supports informal and formal enforcement actions. May be assigned special projects as needed.

Qualifications
  • Knowledge of federal and state stormwater, erosion and sediment control, and water quality control laws and regulations. 
  • Knowledge of engineering, urban soil conservation principles, stormwater management, hydrology and hydraulic engineering principles. 
  • Demonstrated ability to read construction and engineering plans and interpret and properly apply complex policies, guidelines, regulations, and engineering analyses.
  • Demonstrated ability to work independently and effectively and efficiently manage multiple projects. 
  • Demonstrated ability to work well with diverse groups of people. 
  • Demonstrated ability to communicate clearly both verbally and in writing. 
  • Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management). 
  • Current DEQ certification as an ESC and Stormwater Plan Reviewer or must obtain certifications within 12 months of employment in the position. 
  • Coursework or experience in engineering, physical science discipline containing hydraulic or soils’ principles, land development, site design, soils, hydrology, surveying, and/or environmental law. 
  • Experience in working with local governments, design engineers, consultants, or land development industry professionals a plus. 
  • This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.

Skills Required
