The Role
Owns sourcing, supplier performance, negotiations, material strategies, and supply chain risk management for aerospace and defense programs. Manages commodity suppliers, contracts, cost-reduction initiatives, outsourcing and insourcing transitions, quarterly business reviews, and executive updates. Ensures quality, schedule, cost, regulatory, and DoD certification requirements are met while coordinating with program management, engineering, quality, and external suppliers. The role is hybrid in San Diego and requires 25–50% travel.

The Supply Chain Program Manager is responsible for the strategy, planning and execution of customer program-specific material content. This individual will own the operational performance of program specific commodities, including but not limited to, CCA’s, PCB’s, RF Filters, Machined Parts, Cables, Connectors, and Electronic Components. The Supply Chain Program Manager will source, audit, negotiate, award, develop, and manage supply base in alignment with cross-functional teams and in support of the over-arching Program strategy and financial commitments. The candidate will act as the main focal point for the Program Management Office (PMO) for the entire supply chain and must be a highly accountable professional with the ability to build and maintain positive relationships with key internal and external stakeholders, while leveraging these relationships to improve program material quality, costs, service, and preserve Department of Defense (DOD) certification. Able to perform work that is complex in nature, which involves critical thinking and attention to detail to support the programs.  The Supply Chain Program Manager will be a driver that can hit goals and work projects with a sense of urgency. This individual will be expected to work in an environment where continuous improvement methods are utilized to manufacture quality products according to design specifications and customer expectations.

This role will report to the Director of Logistics, has a hybrid work arrangement, and will work from our San Diego, CA location. This position also requires up to 25-50% travel. 
 

Responsibilities

Responsibilities:
•    Develops and implements program sourcing and material strategies: source and manage commodity specific suppliers based on program requirements and performance (Quality, Service, Technology, and Price); and follows strategies outlined.
•    Responsible for supplier relationship management & negotiating pricing and terms with commodity supplier; meets with suppliers on a regular basis to meet performance, quality, schedule and financial commitments. Share scorecard performance and discuss areas for improvement; identifies/closes cost reduction opportunities with suppliers; discusses/closes cost reduction ideas with suppliers generated from workshops and/or suggestions; and drives ideas to closure.
•    Leads and manages Quarterly Business Reviews (QBR) with key suppliers.
•    Responsible for outsourcing and insourcing activities as identified through program commodity strategies. This includes developing a detailed transition plan and ensuring critical path actions are completed on time. The Supply Chain Program Manager will be a self-starter with a keen sense of urgency.
•    Negotiates and executes critical, complex, high-value awards independently, including MSA’s, LTA’s, NDA’s, T&Cs; understands escalation, negotiation plans, responsibility to perform to a budget and contractual obligations set forth by executed Purchase Orders. 
•    Delivers program briefings and executive level updates pertaining to key supply base
•    Act as primary escalation path for program supply chain risks, shortages, performance issues, or supplier disruptions. Build strong internal partnerships and external supplier relationships.
•    Ensures compliance with all QA standards/protocols, including AS9100 and following proper waiver or deviation procedures when guiding our supply base
•    Maintain professional, proactive, and positive behaviors while supporting an inclusive culture.
•    Participates in Integrated Product Team (IPT), to status material status, risk, risk mitigation path and strategies around cost, delivery, quality or service
 

Qualifications

SECURITY CLEARANCE

This position requires U.S. citizenship and the ability to obtain and maintain a U.S. Government security clearance in accordance with 32 CFR Part 117 (NISPOM.) Non-U.S. citizens are not eligible for clearance processing for this role. All applications are reviewed in compliance with national security requirements

MUST HAVE: 
•    Eight to Ten (8-10) years of vendor management experience, strategic sourcing, cost reduction, and/or total cost of ownership management experience preferably in aerospace or defense industry 
•    Understanding of Federal Acquisition Regulations (FAR/DFARS), ITAR, and DoD regulations
•    Ability to obtain and maintain a U.S. government security clearance.
•    Experience drafting, negotiating and executing MSAs, LTAs, T&Cs, NDAs, and other supplier contracts

•    Bachelors Degree or Master’s Degree 
•    Two to Three (2-3) years of program management on defense contracts
•    Excellent communication skills: ability to communicate to top leadership, influence and manage complex objectives.
•    Technical skills: ability to read technical drawings and partner with engineering
•    High proficiency in Excel, PowerPoint, Word, Outlook and analytical tools
•    ERP/MRP Proficiency (SAP)
•    Experience managing budgets, schedules, financial reporting, and complex program execution

The annual base salary range for this position is $149,000- 187,000.  Please note that this salary information serves as a general guideline. Honeywell considers various factors when extending an offer, including but not limited to the scope and responsibilities of the position, the candidate's work experience, education and training, key skills, as well as market and business considerations.
